Add RuleActionCreateNotification to allow rules to notify users by email when triggered. Replaces the NotImplementedError in the rule service with an email-to-user-id resolver that mirrors the annotation assignee flow. FD-326 Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
