Update README
Add some pre-commit hooks
Update docs to use README as landing page
Add version bumper
Add pypi workflow for publishing to pypi - to make this work we also needed to remove moola from the docs dependencies, since we cannot have any dependencies that has to be installed from github (the have to all be available from pypi)
