Adding a separate app connection for github enterprise.
Almost identical to gh, but adds the necessary base url parameter.
It would be possible to extend the current gh to include the url parameter, but then we would have to add support for two sets of gh app credentials under one "app connection", which does not feel good, this separation seems cleaner
