chore(ci): ultra-simplify — inline ci.yml, drop sync-lockfile

Replaces the central reusable-workflow caller with a self-contained ci.yml. Drops sync-lockfile (Dependabot's native bun ecosystem support handles lockfile sync). Verified on ioannislo canary (PR #40).
