This change adds a new Preferences menu item that is dynamically populated with switches for displaying items. Added a table to the top of the overview page that will display items from the suggestions endpoint. The suggestions have a category associated with them and the categories are displayed if the corresponding preference switch is turned on. If no categories are enabled, then the table is hidden. Closes apache#6185
