What's in this Pull Request?

This PR makes a small improvement to the auto-prefixing documentation by clarifying that vendor prefixes can also be applied using online tools when a build pipeline is not in place.

It preserves the existing references to Autoprefixer and Can I use, while adding a brief, neutral note about alternative workflows. No existing guidance or structure has been changed.

  contractions
- correct `artefact` to `artifact`
- revert `ms.date` to original publication date; rendering engine
