add gsi-ncdiag@1.1.3 (v2.0.0)

Description

This PR adds an add-on env template for deploying gsi-env with gsi-ncdiag@1.1.3 for spack-stack 2.0. The idea will be to 'git pull' the release/2.0 branch wherever the add-on env is needed and run the installation.

Looks good to me. Maybe good to mention as a comment in the env template that this is meant to be a chained environment (because of buildable-all-false).

Will there or has there been a PR that updates gsi-ncdiag for spack-stack develop to 1.1.3?
