This PR updates `gersemi` pre-commit hook to new repository. Gersemi moved their pre-commit hooks to a separate repository `gersemi-pre-commit` starting with version 0.27.1. The main `gersemi`repository no longer contains `.pre-commit-hooks.yaml`, which was causing `pre-commit autoupdate` to fail. This change allows `pre-commit autoupdate` to run successfully. 0354ed2
