because old certificates the container fails to do its job

Your test is flawed. Between the two tests/checks, you're making multiple changes so you can't reliably state which change resulted in the different result.

I haven't tried to reproduce because I'm on mobile, but I'm 99% sure that the difference in the result has nothing to do with the ca-certificates package or the command you ran update-ca-certificates (which is supposed to add your manually dropped in certs to the store, which you didn't add any, so it shouldn't have any effect). The change is most likely due to the first test using busybox wget that is bundled with alpine vs the second test using gnu wget which you install from the repo. The former does not use the ca certificate library provided by the package, but the latter does.
