Review setup.py in preparation to add to PyPI

How can we make parserbot easier to find, use, and integrate as a standalone package for global use? What sort of data should we add via [setuptools](https://pypi.python.org/pypi/setuptools)/[setup.py](https://github.com/mailbackwards/parserbot/blob/opensource/setup.py) to help in these endeavors?
