global.json is stuck on net10.0

I was trying to enable runtime-async but it seems that we're still on net10.0 for some reason. CI seems to suggest that net11 builds are working, but I'm not sure how.

The biggest issue here is that the way that we use the microbenchmarks everyday, i.e. running them in the lab, is different than just calling dotnet run on the csproj. We have already run into this issue a little while ago, and we have started on getting the dotnet run scenario back in better shape.

On a separate note, we have a back log of Maestro updates that we need to just shepherd through. We have had a big push recently to get our CI to green, so hopefully going forward this should be more automatic.

Finally, to get yourself unblocked you can just set PERFLAB_TARGET_FRAMEWORKS="net11.0" to the TFM that you want to run against.
