Reestablish Github Education accounts

All of the CDL Github users have lost their Pro access. Additionally, organizations may have lost their Education status. For the CDLUC3 organization, this potentially affects critical infrastructure for the NAAN registry workflow.

CDL will need to provide justification to purchase copilot for CDL developers. Developers may only use Copilot < 1 year depending on continuing technology changes. Will reassess after 6 months to a year.

Specific list of Github members in CDL Github organizations were approved with Education Benefits via UCOP's partnership with Microsoft. More information can be found in the ticket hosted in CDLUC3 organization https://github.com/CDLUC3/uc3sys/issues/163

Now that we have obtained our Github Education Benefits as a Teacher thereby providing access to CoPilot, we will want to meet with the Github Representative to determine how this arrangement will be managed going forward.
