I would like to contribute to the SLCPython repository by addressing the issue "Needs a README" (#3). I noticed that the repository lacks a README file to guide newcomers in setting up their local development environment.

@Stanzin7 Howdy! 🤠 Happy to have a contribution. Feel free to get this up and running by first installing hugo, then running hugo server --disableFastRender --logLevel info. Make a PR into staging (I'm still tweaking our contribution model -- patience is appreciated) and once that's merged we can preview the build (this applies more to content vs README, but it's still good to know and perhaps to document).
