Move TNRSweb development from vegbiendev to web app server mint-pheasant

Going forward, I would like to maintain all web app development instances on web app server mint-pheasant. Currently, the dev version is running on BIEN DB development server vegbiendev. Please set up development repo on mint-pheasant and remove from vegbiendev.
